Born in Lisbon, graduated with distinction in law from the Universidade Católica, Lisbon, in 1985.
Masters Degree from the Faculty of Law, University of Lisbon, in Legal-Political Studies (Administrative Law) in 1990, with the grade “Very Good”.
Lectured at the Lisbon Faculty of Law from 1985 to 1998 and at the Universidade Católica from 1991 to 2002. Accepted for a PhD at the Lisbon Faculty of Law.
A member of the Portuguese Bar Association since 1987 he joined the firm in 1985. He heads the Administrative Law Department, leading a team of Lawyers assisting a wide range of clients in matters related to public procurement – privatization, public works, public service concessions, urban planning, administrative litigation, constitutional law, international law, environmental law, maritime and port law, project finance, and other fields, having represented both private parties and contracting authorities, taking part in some of the largest and most important privatization processes, open tendering procedures and financial projects undertaken in Portugal.
Legal advisor to the Secretary of State of the Presidency of the Council of Ministers, from 1993 to 1995, working the field of public law.
He has lectured at various conferences in the field of administrative law. Author of numerous publications including Diplomatic Relations between Portugal and France from Amiens to Fontainebleau, F.D.L., Lisbon, 1985, Mandatory Administrative Appeals prior to Judicial Annulment Procedures, F.D.L., Lisbon, 1985, and The Consequences of Judicial Annulment of Implied Dismissal, F.D.L., 1989.
Arbitrator of the Commercial Arbitration Centre of the Lisbon Commercial Association and of the Institute of Commercial Arbitration of the Porto Commercial Association.
